Qatar announces the clauses of the Doha Agreement

Qatari Prime Minister Hamad Ben Jassim Al-Thani announced the agreement reached between the Lebanese opposition and majority in Qatar.

“Because of their concern for Lebanon, Lebanese politicians have agreed on the following points,” Thani said.

“First, the election of General Michel Sleiman as president within 24 hours. Second, the establishment of a national-unity government that includes 16 seats for the majority, 11 for the minority and three for the president, and the government commits itself not to resign.”

The agreement also calls for the adoption of the 1960 electoral law and the division of Beirut into three electoral districts.

“The regions of Hasbaya and Marjayoun will remain one electoral district, and the same for Baalbek and Hermel. Beirut will be divided into three electoral districts.”

Majority and opposition representatives have agreed to refer the electoral law suggested by the Boutros Committee to the Lebanese parliament.

In addition, all parties must commit to not resorting to violence and to help strengthen the power of the state to ensure its security and that of the Lebanese people.

“The agreement also calls for re-launching the dialogue under the management of the Lebanese president and ending the use of the language of sectarianism,” he said.

Qatari Prince Hamad bin Khalifa Al-Thani said that the meeting in Doha was successful because all parties acted courageously and responsibly.

“We have worked and dialogued together, and we were aware that there is only one solution that can drive Lebanon out of the bloody conflict,” he said.

omar you are right if you answer me one question what do we do about hizbullah weapons it will always be a threat to other lebanese

after reading some of the above, why are some of you so negative... give hope and peace a chance... learn to love one another and give mutual respect. by now you should have learnt that you cannot eliminate the other... so for gods sake get along and work to build a better future for all the Lebanese...enough

well the oposition got there third +1 and both parties wanted a new electrol law and they got that a president will be elect i hope he will be different then all the presidents that have passed on lebanon but one question march 14 gave up a lot to avoid civil war but if the other party refuses to discuss there weapons after electing the president and they try to back away from there commitments

The only thing that changed from 1975 is that the members of march 14 grew brains not to start acivil war while the opposition still lives on blood and the thaught of arms will make it right .

How nice to see our "responsibles" doing all those hugs and kisses. I had tears ;-). Hope you will continue working for all people insterest and not your own benefit ( and your own tribe). Hope last events will make you become more responsibles, your people deserve lot of respect !This is a first step and we can congratulate. We just don't care about our neighbours (Iran, Syria or Israel). We just need some stability in this country, without arms...

I can not help but ask myself:What changed from before the Beirut "invasion" and after it?For two years we have been asking for dialog, for a third+1 in the new cabinet and for a new electoral law.March 14 refused all those proposals till the bloody "invasion "of Beirut took place.It took 100 killed for March 14 to accept.It also took more than 200 thousand killed in the civil war before the Maronites accepted to share power(Taif agreement).

Arabs can be very effective when the flex muscles. It is a shame they did not show the same will towards palestinian problem. Maybe they realise that losing lebanon can have dramatic effects on the whole arab world. Real politic can also be used on the international field in order to gain world public opinion if we want to help palestinian.

i hope this agreement will lead to a new country but i am not as optimistic i believe that sooner or later when it come to the matter of homeland security hizbullah will again clash with whatever government there is it is very simple a hizbullah and the awmieh are two parties that do not believe in lebanon as an intity and wait and see how they will try to get out of the agreement to discuss there weapons I believe this is a panadol given to everyone I am trying to convince myself that i am wrong but i do not think so as for general suleiman i will wait and see before i judge

Just when people had lost faith in the arab league and all arabs in general, Qatar and Moussa and the rest of the committee skillfully pulled the dialogue strings to get to this point. Thank God for that, becasue we all know the alternative is not pretty. For once, the arabs have shown ability to mediate and produce results, I hope they continue along this line for a wider arab unity and understanding so that we may come together, at long last (Too Much wishful thinking, i suppose, on the 1st day of the treaty). Anyway, we can only hope.
